RPCS3 relies on CPU though, I have never seen more than 30-40% GPU usage of my RX580 in RPCS3. More than enough for RPCS3, and RPCS3 is not constrained by host GPU performance unless you're on an iGPU or really low TDP GPU. Definitely CPU bottleneck. With RX 570 / 3700x game is playable with at least 50-60 FPS.
